Brainstorm Transcript Reformat

Task: Formatting upgrade on SDC-Strategy-Brainstorming_ChatGPT.md (SDC’s ChatGPT brainstorming transcript on next-gen SMART DEBT education/trust/open-source-strategy ideas).

What changed:

Renamed all 16 turn headings — ## User - N → ## Talbot - N, ## Assistant - N → ## ChatGPT - N
Normalized the heading hierarchy across all 8 ChatGPT turns into a consistent 4-level structure: H1 (doc title / Verbatim Session Transcript) → H2 (turn headings) → H3 (229 numbered topics) → H4 (333 subheadings). The original transcript mixed H1/H2/H3 inconsistently for topics that were structurally at the same level — fixed via a scripted level-shift + manual anomaly cleanup, verified with a skip-level-jump check (0 remaining)
Separated each of the 7 session-cycle boundaries with a double-HR (--- ---)
Removed all 196 single --- lines that had separated individual topics inside ChatGPT responses, per Talbot’s follow-up — left only the double-HR cycle breaks and the 2 pre-existing top-matter HRs (16 --- lines total)
No content lost at any step — verified by word count, heading count, and spot-checks after each pass
